Hope Horizon Mental Health is a specialty mental health clinic with a long history in the City of Tulare. Established in 1971, we were formerly known as Tulare Youth Service Bureau (TYSB) and have a legacy of providing mental health care to children and families throughout Tulare County. We provide a wide range of services including individual and family therapy, groups, psychiatry, Sexual Abuse Treatment (SAT), Parent-Child Interaction Therapy (PCIT),  Full-Service Partnership (FSP), Building Bridges (perinatal wellness), Equine Facilitated Psychotherapy, Adolescent Sexual Responsibility Program (ASRP), Healthy Boundaries, case management, and much more. We are also proud to partner with the Tulare City School District and the Tulare Joint Union High School District to provide our services on campus to our clients at every school in the City of Tulare. Additionally, we have satellite offices in Porterville, Visalia, Dinuba, and Earlimart and provide services throughout Tulare County and also provide school-based services in south Tulare County and the City of Lindsay.

We have grown a lot since 1971. Most recently, we completed a remodel of the third phase of our building in June 2020 (an expansion into the former Surplus City building). This project involved adding additional office spaces for therapy, an indoor gym for therapists and case managers to interact with clients in a fun way, a large conference room for agency meetings and trainings, and an outdoor space for staff and clients to enjoy. We are excited to present our completed building to serve the City of Tulare as well as to officially announce the change of our name from Tulare Youth Service Bureau to Hope Horizon Mental Health. We are so privileged to be able to continue to serve this community. We would like to thank Tulare County Health and Human Services, the Tulare City School District, the Tulare Joint Union High School District, Happy Trails Riding Academy, the United Way, and the Tulare County Suicide Prevention Task Force for your continued support and partnership over the last 52 years. We look forward to many more years of service throughout the County and in the City of Tulare!
